Free Rehab in Jacksonville, FL: How State-Funded Care Really Works
Some people in Florida can get treatment at little or no cost through public funding. Whether that applies depends on your loved one and on the program, and a short phone call can usually settle it.

What “free” usually means
When people talk about free rehab, they usually mean care paid for with public money. The program still has costs. Someone else is covering them, and that money comes with rules about who can use it.
So no center is simply free for everyone. One person may pay nothing at a program, while the next person pays a reduced fee or doesn’t qualify at all. It can depend on income, insurance, where they live, which services they need and how much funding the program has left.
That is why we never label a center as free. We would rather send you to the people who can give you a real answer for your loved one. Our low cost rehab guide covers the wider set of options, such as sliding fee scales and support groups. This page focuses on how state funding works and how to ask about it.
How state funding reaches Northeast Florida
The Florida Department of Children and Families (DCF) oversees state-funded substance use and mental health care. DCF doesn’t run this care directly in each neighborhood. It works through regional organizations called managing entities, which contract with local providers.
LSF Health Systems is the DCF managing entity for Duval, St. Johns, Clay, Nassau, Baker and Putnam counties. If your loved one lives in one of those counties, LSF Health Systems is the organization that coordinates public funding for the area.
Think of it as three layers:
- DCF sets the state’s rules and licenses providers.
- LSF Health Systems manages public funding in the region.
- Local providers deliver the actual care and do the screening.
In practice, the local provider is usually where you get your answer. Medicaid is a separate program with its own rules. Our guide to Florida Medicaid and state-funded rehab explains how the two differ.
How to ask about state funding
What to ask a provider
- Do you receive state funding for substance use treatment?
- Would my loved one qualify, and how do you decide?
- Which levels of care does that funding cover here?
- Would we owe anything, such as a fee based on income?
- If funding isn’t available right now, what happens next?
What to have ready
- Your loved one’s county and home address
- Their income and household size, even a rough idea
- Any insurance, including Medicaid or Medicare
- What they use, and how often
- Whether there is a pregnancy or a medical concern
If a stranger offers “free rehab” and wants your insurance details, stop and check. Flights, cash and recruiters are not how public funding normally works. Our patient brokering red flags page explains why.
Who can help, and with what
| Where to go | What they can do | What they can’t do |
|---|---|---|

| LSF Health Systems | Coordinate public funding across the six-county area | Treat your loved one directly |
| A licensed local provider | Screen your loved one and tell you what applies | Promise funding before screening |
| FindTreatment.gov | Show payment details in a treatment search by ZIP code | Confirm today’s funding, so call to check |
Licensed centers to call and ask
A free listing doesn’t mean free care. We don’t track which centers have state funding, so please ask each one directly.

Questions about state-funded care
Who qualifies for state-funded rehab in Florida?
It depends on the funding and the provider. Income and insurance status often matter. Ask a licensed provider to screen your loved one, or call SAMHSA’s National Helpline for a referral.
Can you tell me which Jacksonville centers are free?
No, and we would be wary of any site that says it can. Cost depends on the person, the program and the funding available at that moment. Ask each provider, using the questions on this page.
Is state-funded care lower quality?
Not by default. Treatment providers in Florida generally need a DCF license whether or not they get public money. Check any program with our how to check a rehab checklist, and judge it on the same things you would judge a private program.
What if my loved one has insurance?
Tell the provider. Insurance usually comes first, though some plans leave large costs behind. Our guide to checking insurance benefits shows how to find out what the plan pays. Then ask the provider what help may be available for the rest.
Does my loved one have to live in Duval County?
LSF Health Systems covers Duval, St. Johns, Clay, Nassau, Baker and Putnam counties. Each provider may have its own service area and rules. Ask about residency when you call.
What about help for me, as a family member?
Family groups such as Al-Anon and Nar-Anon are free to attend. Our help for families section has more. In an emergency, call 911. For a crisis, call or text 988.
