Two different public paths
People often lump these together, but they work differently:
- Florida Medicaid is health coverage for people who qualify, mostly based on income and household. Most people on Florida Medicaid get their care through a managed care health plan.
- State-funded treatment is for people who are uninsured or underinsured and have low income. It is paid with state and federal grant dollars, through regional organizations called managing entities.
Your loved one might use one, the other, or both at different times. If they might qualify for Medicaid, it is worth applying, even while you look for state-funded care.
How Florida Medicaid covers behavioral health
Florida Medicaid is run by the Agency for Health Care Administration (AHCA). AHCA says most Florida Medicaid recipients are enrolled in the Statewide Medicaid Managed Care (SMMC) program. That means a health plan manages the care, and each plan has its own network of providers and its own approval rules.
AHCA lists community behavioral health services, including mental health and substance use services, among the services Florida Medicaid pays for. AHCA also asks each Medicaid health plan to keep a behavioral health resource guide with direct service lines.
What that means for you: once your loved one has Medicaid, call the number on their health plan card and ask which substance use programs near Jacksonville are in the plan’s network, and which levels of care need approval first. Federal parity rules also apply to Medicaid managed care plans, according to the U.S. Department of Labor.
If you have trouble reaching a plan, AHCA’s Medicaid Helpline is 1-877-254-1055.
How to apply for Florida Medicaid
Apply through DCF
Medicaid applications go through the Florida Department of Children and Families (DCF). The quickest way is online through the DCF application portal.
Get help in person if needed
DCF says you can also apply at a DCF Family Resource Center or a DCF community partner. Applying is free, so don’t pay anyone to apply for you.
Keep checking the case
DCF may ask for more papers. Use your MyACCESS account to upload documents and check the status of the application.
State-funded care through the managing entity
Florida DCF contracts for behavioral health services through regional systems of care called managing entities. DCF notes that managing entities don’t treat people themselves. They fund and coordinate local providers.
In Northeast Florida, the managing entity is LSF Health Systems. LSF Health Systems describes itself as a not-for-profit managing entity contracted with DCF to help people facing poverty who are uninsured or underinsured get behavioral health care. Its 23-county region includes Duval, St. Johns, Clay, Nassau, Baker and Putnam counties. Services through its contracted providers include prevention, intervention, treatment and care coordination.
To use state-funded care, contact a treatment provider that receives these funds and ask whether your loved one qualifies. Funding is limited, so there may be a wait for some levels of care. Ask what help is available in the meantime.
When you call, you can simply say: “My loved one has no insurance and low income. Do you take state funding, and can you do an assessment?” That one sentence gets most conversations started.

Florida Medicaid rehab: common questions
Does Florida Medicaid cover rehab?
Florida Medicaid pays for community behavioral health services, including substance use services, according to AHCA. Exactly which programs and levels of care are covered depends on the Medicaid health plan, so call the number on the plan card and ask.
What if my loved one doesn’t qualify for Medicaid?
They may still qualify for state-funded care through the managing entity if they are uninsured or underinsured and have low income. Our low cost rehab guide and rehab without insurance page walk through other options.
Can someone get treatment while the Medicaid application is pending?
Sometimes. Ask providers whether they can start with state-funded care, or a sliding fee, while the application is reviewed. SAMHSA’s National Helpline at 1-800-662-HELP (4357) can also refer you to state-funded programs.
Is state-funded treatment lower quality?
Not by definition. State-funded services are delivered by licensed providers. Check any program with our how to check a rehab guide, the same way you would check a private one.
