Where Mandarin connects
Mandarin fills the southern end of Duval County along the east bank of the St. Johns. San Jose Boulevard (SR 13) is the main north to south road, with Old St. Augustine Road and Loretto Road running across the area and Philips Highway on the east edge.
- West to Clay County: I-295 crosses the Buckman Bridge to Orange Park and US-17.
- South to St. Johns County: San Jose Boulevard crosses Julington Creek into the St. Johns area.
- North and east to the Southside: I-295 and Old St. Augustine Road lead toward the Southside, where many programs are.
So a family in Mandarin may be about as close to a program in another county as to one on the Southside. That is worth using.
At rush hour, the Buckman Bridge and San Jose Boulevard both get crowded. If your loved one will make the trip several times a week, time it once at the hour sessions actually start.
Looking across county lines
What stays the same
- Licensing. Florida DCF licenses substance use providers statewide, so you can check the license with Florida DCF for any county.
- State-funded care. LSF Health Systems is the DCF managing entity for Duval, Clay and St. Johns counties alike.
- Florida law. The Marchman Act and Baker Act are state laws that apply in every county.
What can change
- Your plan’s network. A program across the line may be in or out of network. Always ask.
- Court offices. Each county has its own clerk and filing steps.
- Local health departments. Each county has its own Department of Health office and programs.
Choose by level of care first, then by county. A program a little farther away that fits is better than a nearby one that doesn’t.
When you live in one county and your loved one in another
It is common for a parent in Mandarin to be worried about an adult child who lives in Orange Park, Fleming Island or St. Johns County. That can feel like it ties your hands. It doesn’t, but it changes a few things.
Coverage, court steps and local programs follow your loved one, not you. Their insurance or Medicaid plan decides which programs are in network. Their county is usually where a court process would start. If you can, ask for their insurance card details and for permission to talk with any program they contact.
You can still do a lot from home: research programs, check licenses, learn the levels of care and line up two or three options for the moment your loved one says yes.

Mandarin families ask
Can we use a program in Clay or St. Johns County?
Yes. There is no rule that you have to stay in Duval. Ask your plan whether the program is in network, and ask the program whether it accepts your coverage.
If we file a Marchman Act, which county do we file in?
Each county court has its own clerk and process. Call the clerk’s office in the county where your loved one lives or is located and ask. For Duval, read how to file a Marchman Act in Duval County.
Do state-funded programs accept people from other counties?
LSF Health Systems covers Duval, Clay and St. Johns, among other counties. Each provider sets its own intake rules, so ask the program directly whether it can serve someone from your loved one’s county.
Is the Buckman Bridge drive a problem for outpatient care?
It depends on the time of day. Map the trip at the hour sessions start, and ask whether some sessions can be done by video.
